After years of waiting half life finally made its way to gold. Vivendi said that it will ship it on the 16th of November in less then a month's time.

I guess it will unlock it for Steam users and you will be able to buy it. All you Radeon 9800XT and 9600XT users with vouchers will happily be able to play it after that date but unfortunately your top 9800XT card was replaced with few newer cards since the time when it was born.
If Vivendi waited just few weeks later ATI would release its R480 cards as well. Irony of six million deal is finally going to end. You never know, the voucher may well be worth more than the game.
