Okay, that is not so normal and could be due to several things and most of the time it is because almost all graphics cards are put together too fast and the thermal paste is not optimally applied giving a great loss in thermal efficiency. Secondly the cooling might not be good enough or you might have some power shortage if your power supply is not good enough...
