I think that all have to do, with how many 12V rails, have a power supply and how much power can deliver instantly. NVIDIA says that for the GeForce GTX 280, a 12V rail have to deliver 40Amps, for enough power for a single card. In my power supply for example, although it has 5 rails of 12V that can deliver 19Amps each, dual 6-pin, plus dual 8-pin, in combination all five of the 12V rails, can deliver only 56Amps and so my power supply, can't power two GeForce GTX 280 in SLI config.
