Mmm, if you would simply use NiBiTor to check these different BIOS's you would be able to see that the GPU voltage, which is the same as the shaders is the same for all the cards currently. Being standard or pre-overclocked makes no difference, they all run at the same voltage. For the memory, I don't know as that is not controlled by the BIOS, though normally for NVIDIA cards there is no difference on that part.
