When we talk about RivaTuner or NiBiTor earlier needing signed drivers that has nothing to do with the ForceWare drivers. RivaTuner has it's own driver which communicates with the hardware, and that needs to be digitally signed by Microsoft, meaning Microsoft wants money. RivaTuner has had signed drivers for a while now. The program itself may not be compatible with your card though.
