Can you make sure to tell us everything? Cause I doubt that you bought this card as such, meaning not working since beginning? If you did, then don't waste any time and return the card to the shop where you bought it and get a replacement as it will just be too hard to find out what could be the issue. If this card was working before, then we need to know what you have changed or done to turn it into what it is doing now... If we haven't got the full story it is very hard to just point out what might be the issue in this case...
