Well that is your view but I can tell you most returned graphics card don't get a new chip on it but rather get a new card. The old card get's tested and if it doesn't work as it should it goes in the recycle bin and that is it. That is cheaper then trying to fix is as a Radeon X1650 isn't really worth much anymore.
