Well, that story about BFG and a locked BIOS that is I think just a legend or so, cause if that is the case then every manufacturer would be using it. It is just that some cards don't allow much overclocking with the standard voltage. So when you have increase the voltage to a certain okay level you just start using ATITool and find the max overclocking possible for first the core and the memory and you look at the 3D view to see yellow artifacts. As soon as you see some you stop and see how high the clock speed is.
Once you have done this for the core you do the same for the memory starting again from the default clock speeds. After which you have the two max speeds, one for the core and one for the memory. Now you always need to keep some room so I always subtrack 10MHz on the core speed and 20MHz on the effective memory speed. Then I use RivaTuner or PowerStrip to set those speed and run the 3DMark suites to check if all is working okay. If so then you can set those clocks on the BIOS. Keep in mind as well teh cooling of the card.
