I checked out the Mushkin website and the PC-3200 memory from there is rated at 2.6v - 2.8v(volts), so you can safely up the voltage to 2.75v. Also you could loosen up the timings just to see if you are able to get into windows. Set the DRAM RAS# Precharge to 4 and set the DRAM RAS# to CAS# Delay also to 4. If all this doesn't work try doing a repair to your OS. Sometimes winblows doesn't like it when you change around too many configurations.
