Well, you don't need a 800w PSU to run a big computer... VGA card, need alot of Amps now on the +12v. You can have a 500w to run a little AMD 3000+ with a x1900GT, but if the power supply have a low +12v rail, there it is the problem... Normaly, the best, is to have a power with at least 2x +12v rail, with like minimum of 16A... The X850 series, need a good power, like the 6600GT AGP... You don't need a 400-500w, but it's safe to have that kind of Power supply, with a good +12v rail.
220w power supply, you don't run big 3D games with that... You tried a full load test?
