the card is shot. RMA it to whom ever you purchased it from or right to the mfg'r.
thats not heat,, thats a bad card, it could be a bad core, it could be bad ram,, it could be a bad cap or resistor on the board.. but the card is toast and ther eis no way to fix it.
rma it or junk it and go buy another.
