Indeed, this is also something to consider and perhaps to check out before you start removing the cooling solution, to actually bump the voltage slightly and see what it gives. Yours actually runs currently at 1.03V while you can increase this to 1.05V and see if that makes any difference. Some GeForce GTX 295's even come standard set at 1.05V which might just do the trick.
By the way are you sure your power supply is giving enough power to the card because that would show up as the same as if the voltage setting isn't high enough. When you bump it then run extreme settings again. Once again, another great point which I normally raise each time as well which is the power supply you are using. For some reason I must have missed to ask, I guess to much other stuff ongoing at the same time lately but indeed the power supply should be a decent one to keep up the power needs for this quite power hungry graphics card. Which one do you got in your system?
