Well check with RBEdit as that is the software to tweak the original BIOS of your Radeon HD 4830 and should give you the option if possible to increase the memory voltage and perhaps as such reach higher clock speeds. It is really all in your hands as you have got the card in question and original BIOS which you can easily backup.
