Thanks for posting on the forums, and I do know the guide on TechARP about the Quadro modification using RivaTuner which is already available since ages to turn a normal GeForce into a Quadro version. Now in your case if you want to make a Quadro FX3700, you will need to get the compatible desktop version which is actually the GeForce 8800 GT. And with RivaTuner you will be able to get it software modified to act as a Quadro FX3700 version.
Related to the hardware modification I think I will need to disappoint you unless someone will contradict me, but the current GeForce 8 series can no longer be turned into a Quadro version with a BIOS flash of some kind. Now you also might know, or not, but with the GeForce 6800 GT which could be turned into a Quadro version, also a small soldering was required on the GPU itself, after which you could flash it with the Quadro BIOS and you can image that NVIDIA was not so happy about that approach.
So unless someone else can state that I am wrong, though I doubt it a bit as most sites have tried as well and came to the same conclusion, only RivaTuner via the so called software strapping is able to turn the GeForce 8800 GT into the corresponding workstation Quadro FX3700 edition.
