From my experience, voltage increases on ATI cards don't really help you get any further with the GPU, but previously unstable GPU clocks at the higher limits before any GPU modification do usually become stable. One example of this is my Radeon HD 3870, stock is 1.2V for 3D with max clock around 850MHz, then crashes. With 1.33V the core can handle 904MHz, but a good stable operation lays around 877MHz.
