And the NTSC and/or PAL is all about the TV-out. Where NTSC is used in America and Japan, while PAL is used in Europe as standard signal.

Well it confirms that you have DDR2 memory and that you can't run it at the speed you where indicating, for these 2.5ns memory chips you can generally reach 900-1000MHz effective speed when overclocking.

ATIFlash v3.xx Commands... "atiflash -ai" (Get the Right Adapter # Number) "atiflash -p -f # s1650poc.rom" (Normal BIOS Flash)

Well just a hint that work for others, can you try an older version of ATIFlash, like ATIFlash v3.25? Cause it seems the never versions have some issues with the older cards while flashing giving the error that you mentioned.

And yes, finally ATIFlash v3.15 finally worked. Now I just have to get Catalyst drivers to read the new defaults, thanks for all the help.

As I suspected and as we also have seen with nvFlash for NVIDIA cards, you always are best to use the flashing software that was released when the cards came out and in case of the Radeon X1650 series that is the ATIFlash v3.15, and the same thing we saw for NVIDIA cards... Seems when they make changes some compatibility is lost for older versions to work fine...
