My last post regarding this one. I couldn't return my card unfortunately due to the box being thrown out by a family member, so I endeavoured to see if I couldn't find the cause of the problem. To cut a long story short after trying quite a few things (thankfully I had plenty of spare parts to test things out) I found that simply changing the monitor got rid of the entire issue (except the temperature reading on the card itself; it would seem the temp sensor is poked, but I've had an external sensor running next to the card which has shown the temperatures have been well within threshold, although I couldn't resist installing an NV5 to make it even better )
My previous monitor was getting a bit old, and did not react well to the Forceware drivers (flickering would occur whenever I went into advanced display properties, and I'd have to turn the monitor off and then on again), which is something that appears to be caused by the Forceware drivers forcing the display to check for other monitors/televisions, something that older monitors sometimes can't cope with.
So problem solved for me, and it wasn't the card throttling after all
