Only other thing I can come up with is find the elusive "STRAP_SUB_VENDOR pin" and ground it as per the romstrap option. Not a darned clue as to where this is.

Getting a device id of 20, FF is not good, as FF is generally a sign of something read wrong.

Well, I can only think of two things.

1) Repalce existing 25P05 chip. Cheaply available from Mouser.com if you have decent soldering skills.

2) Visit the following sites:

Setup a *nix system you don't mind accidentally frying and write a program that uses the provided libraries (which I'm waiting on ST to reply with the location of the files) to manually erase and reprogram your EEPROM.

I'm going with option #1. This project appears to be heading closer and closer to "FUBAR."

That is not an issue of PNY, it is NVIDIA that make the GeForce 6600 series of chips and they require enough Amps on the 12V power rail, which is clearly stated. So basically blame it on your crappy power supply and that one is not made by PNY and they don't make power supplies...
