Well it doesn't matter actually as all Radeon X1800 XL's are made by ATI itself and they then get shipped to the brands who just put on those a sticker with the brands name. If I had to chose I would go for Sapphire as they are always the ones to get the best shipment.
On the unlocking, ther eis nothing that can be done as the chip is fully unlocked on the Radeon X1800 XL. For overclocking, well there it depends how good the chip really is, but Sapphire, ASUS, HIS and Gigabyte mainly get the best shipments with the best tested cards.
