The best way to find out first of all how good a particular graphics card is, is by using software for the overclocking. So you should do that first, using whatever software. I am using standard RivaTuner and PowerStrip to see how high I can overclock a certain card. About the question about the mainboard, I don't know but since you have both from ASUS it could well be that the mainboard can report that as they work somehow together. 
And indeed, yesterday evening I must have been sleeping cause I thought the 650MHz was the default but for the GeForce 8800 GT is only running at 600MHz. Then of course reaching 700MHz isn't a given but you should be able normally though it might indeed require a bump in the core voltage. This can only be done through NiBiTor and not by software, but it is always good to know how far a card can go through software overclocking as a base point.
