When you are going up in versions you always need to check very clearly the changes and that means that the GeForce 7600 GT is using much better and faster memory, meaning GDDR3 memory versus only DDR2 on your card which is the reason you can only hit 800MHz. Secondly the memory timings will be different. And lastly it is not always a given that a upper version BIOS will make a change on the voltage level as it is not really the BIOS deciding but the voltage circuit an dthe interpretation of the VID levels.
That means that if a certain VID level would give 1.3V on the GeForce 7600 GT and on the GeForce 7300 GT that could be that the exact same VID level would only give 1.1V, and then a BIOS flash won't do anything. What you can try is to first look at the detailed voltage level of both cards before you try something to really see if the VID levels or different. If else you are just trying something that won't do anything at all.
